Preheat the oven to 350 degrees F (175 degrees C). Grease three 7- or 8-inch pie pans. 1
Mix flour, brown sugar, baking powder, baking soda, and salt together in a bowl. Mix in oil, followed by milk. Spread evenly into the prepared pans. Sprinkle white sugar and cinnamon over each.
