In a large pot, bring broth and pasta to a boil. Reduce heat and simmer until pasta is al dente and most of the liquid has been absorbed, about 10 minutes. Set aside.
In a large bowl, whisk together mayonnaise and lemon juice. Add the tuna, celery stalks and leaves, onion, and cooled pasta, season with salt, pepper, and parsley. Toss to combine.
