Preheat the oven to 350 degrees F (175 degrees C). Butter a 9-inch springform pan.
Melt candy bar, butter, and sugar in a saucepan over medium-low heat. Whisk in eggs and vanilla extract. Add flour, baking powder, and salt. Stir until smooth. Pour into the prepared pan.
Bake in the preheated oven until edges are golden, about 20 minutes. Immediately pour condensed milk on top. Add chocolate chips. Let cool, at least 15 minutes. Cut and serve.
